OVERVIEW

The Maryland Child Care Credential recognizes child care providers who go beyond the requirements of State licensing and registration regulations. There are six credential levels and four administrator levels, each one recognizing a child care provider’s achievement of a specified number of training hours, years of experience and professional activities which lead to quality child care. Participating providers will complete training in topic areas to develop the knowledge and skills they need to provide the highest quality care for the children and families they serve. Though the Maryland Child Care Credential is a voluntary program, all regulated family child care providers and child care center staff are eligible and encouraged to participate.

PROGRAM GOALS

The four major goals of the credential program are:
  • A well-qualified workforce.
  • Improved status and increased compensation for child care providers
  • Recognition of for-credit and non-credit career preparation.
  • To provide a structure for professional growth through professional competencies.

IMPORTANT PROGRAM INFORMATION

Before considering any training course you must decide on your long-term career goals. Your options may include:
  • The Maryland Child Care Credential
  • The Child Development Associate (CDA)
  • A college degree
  • Certified school teacher
Once you have decided on your goals, you can then map out your training plan. You will need to take training from the appropriate organizations to meet your long-term goals.
  • The Maryland Child Care Credential training from an Office of Child Care approved trainer or an accredited college or university.
  • The CDA - courses that are approved as meeting the training requirements set by the National Council for Early Childhood Professional Recognition.
  • A college degree - courses for credit from an accredited college or university.
  • MSDE teaching certification - check with the Maryland State Department of Education for further information.
DO NOT assume that any training you complete will automatically be accepted for college credit or meet the standards set by a national organization. You MUST check before taking any training to ensure that the training fits into your training plan and long-term goals.

Training that has been completed within the past five years of application to participate in the credentialing program may be accepted as meeting the requirements of the core of knowledge as determined by the Office of Child Care. However, college coursework, whether for credit or non-credit, will be accepted regardless of when completed.

Family child care providers or staff at centers applying for program accreditation should check with the accreditating organization on additional training criteria for the accreditation.


CREDENTIAL REQUIREMENTS
Eligibility for Participatio
n


To participate in the credential program you must be:
  • A registered family child care provider
  • An operator, director, or staff member (senior staff, group leader, assistant group leader or aide) in a licensed child care center
When you apply to participate in the credential program, you agree to:
  • Continue working in a child care setting for no less than one year from the date you are accepted into the credential program
  • Complete continued training for the applicable credential level; and
  • Participate in professional activities related to the child care profession
A credential is issued for a 12 month period and may be renewed each year.

Participants in the credential program may not be the subject of any sanction imposed by the Office of Child Care.

Substitutes or volunteers, whether working in a registered family child care home or licensed child care center, are not eligible to participate.


INCENTIVES

There are incentives available to child care providers who choose to participate in the Maryland Child Care Credential program. They are available to providers participating in the credential program at Level Two and higher and include achievement bonuses and training vouchers.

Achievement Bonuses

To be eligible for an achievement bonus a provider must:

·          Apply, be accepted, and credentialed at a level 2 or higher in the child care credential program.

·          Complete continued training, professional activities and one year of continued employment in a child care facility.

A one-time bonus, at levels 2, 3, 4, and Administrator 1 and yearly bonuses for Levels 4+, 5, 6, Administrator 2, 3, and 4 will be paid directly to the participating provider.  One half of the bonus will be paid initially and the remainder will be paid only upon the completion of all requirements the following year, in the following amounts:

 

          Staff Credential Level Two - $200
          Staff Credential Level Three - $300
          Staff Credential Level Four - $500
          Staff Credential Level Four Plus - $600

          Staff Credential Level Five - $750
          Staff Credential Level Six - $1,000

          Administrator Credential Level One - $400

          Administrator Credential Level Two - $750

          Administrator Credential Level Three - $1,000

          Administrator Credential Level Four - $1,500

Training Vouchers and Reimbursement
Child care providers participating in the Credential Program at Level Two and higher are eligible to receive training vouchers and/or reimbursement for approved training within the Core of Knowledge.  A participant may receive up to $400, during each year of participation in the Credential Program.  Each voucher is issued for one specific course, workshop or conference.  Training voucher applications and all required documentation must be submitted 60 days before the date of the training for which the voucher will be used. To receive reimbursement for an approved course, workshop or conference, an application must be submitted within 120 days after completion date.

THE CORE OF KNOWLEDGE

The Core of Knowledge is defined as theories and practices that are essential for individuals working with children in family child care homes and child care centers. The core of knowledge is divided into six major areas:

Child Development Curriculum
Health, Safety & Nutrition Professionalism
Special Needs Community


Training in the core of knowledge may be taken across all age groups or in a specific age group - infant/toddler, preschool or school-age. Training may be taken from an Office of Child Care approved trainer or an accredited college or university. The six Core of Knowledge areas are listed in the chart that follows with the information that is included in each one. Each bulleted item identifies the content of a workshop or a component of a college class. Use this information to identify the Core of Knowledge area under which any training taken may be applied.

The hours in parenthesis indicates the number of clock hours required to complete each Core of Knowledge area.

PROFESSIONAL ACTIVITY UNITS

Professional Activity Units are earned for participating in activities related to the child care profession. The chart below lists examples of professional activities and the number of units they earn. Professional activity participation is required to meet credential levels two and higher and must have been earned in the previous twelve month period and maintained for continued participation in the program. Providers may choose from the listing below according to their interests and may submit information on other activities related to the child care profession for consideration.

CREDENTIAL LEVELS


Credential Levels - There are six credential levels and four administrator levels, each one recognizing the completion of training within the core of knowledge, experience working with children and participation in professional activities. All criteria must be met to qualify for each credential level. At Level Two and higher, a provider participating in the credential program must complete an additional number of continued training hours than the regulations require and continue to participate in professional activities each year.

TRAINING VOUCHER/REIMBURSEMENT


General Information
  • Only those participating in the credential program at Level Two and higher are eligible to receive training vouchers and/or reimbursement.
  • A participant may receive up to $400, during each year of participation in the Credential Program.
  • Each voucher is issued for one specific course, workshop or conference. Multiple sessions may not be combined on one voucher.
  • Application form MUST be completed and signed in blue ink!

Awards

  • Awards are assigned according to the incomes of all applicants who are eligible for an award, with higher priority given to lower income applicants.
  • The Office of Child Care will make training voucher and reimbursement awards according to assigned award priority until:
    • An award has been made to each eligible applicant; or
    • As long as funds are available.
Penalties
  • If a participant uses a training voucher and, without good cause, fails to successfully complete the training, the participant will:
    • Be required to repay the amount of the training voucher to the Maryland State Department of Education, and
    • Not be eligible to receive further training vouchers.
TRAINING VOUCHERS


Only individuals participating in the credential program at Level Two and higher may submit applications for training vouchers.

Applications must be submitted at least 60 days before the date of the training for which the voucher will be used.

A complete application must be submitted to the Office of Child Care, including:

  • An application form that is complete and signed; and
  • Documentation of the training for which the voucher will be used, including a copy of the:
    • Course catalog description;
    • Completed registration form; or
    • Training advertisement.
Subject to funding availability, the Office of Child Care shall, within 30 days of the receipt of the application, approve an applicant to receive a training voucher if the:
  • Application is received at least 60 days prior to the training date;
  • Application is complete;
  • All required documentation is submitted;
  • Amount requested does not exceed $400; and
  • Applicant is eligible to receive a voucher.
The Office of Child Care will send the participant a voucher that states the name of the training, the training organization or approved trainer, and the amount of the voucher.

The participant will present the voucher to the trainer and use as payment for the training.

The trainer or organization submits the voucher to the Office of Child Care for payment.

Upon successful completion of the training for which a voucher was issued, the participant shall provide the CCA with a copy of the:
  • Transcript;
  • Grade slip;
  • Certificate; or
  • Documentation given by the instructor that indicates successful completion of the training.
TRAINING REIMBURSEMENT


Instead of a training voucher, an individual may request and receive reimbursement for training if:

  • They are participating in the credential program at Level Two or higher;
  • The training is approved as meeting the Core of Knowledge;
  • The training was successfully completed no more than 4 months before the date of the request; and
  • The individual has not received their allotment of vouchers payments in the amount of $400 during the previous 12-month period.

Within 120 days after the successful completion of the training for which the reimbursement is sought, a complete application must be submitted to the Office of Child Care, Credentialing Branch including:

  • An application form that is complete and signed by the applicant; and
  • Documentation of the training for which the reimbursement is requested, including a copy of the:
    • Course catalog description,
    • Training advertisement, and
    • Grade slip, transcript, or certificate of completion.

The Office of Child Care will, within 30 days of receipt of the application and subject to funding availability, approve an applicant to receive a training reimbursement if the:

  • Application is received within 120 days after the completion of training,
  • Application is complete,
  • Amount requested does not exceed $400, and
  • Applicant is eligible to receive a reimbursement.
If the applicant is eligible for a reimbursement the Office of Child Care shall award a voucher or authorize payment.

If the applicant is found ineligible, the Office of Child Care will provide written notification to the applicant.

CHILD CARE CAREER AND PROFESSIONAL DEVELOPMENT FUND

Funding is available to pursue a college degree in early childhood education, education for children, child development, family studies, or related disciplines. To receive funding through this program, a person must:
  • Work in a licensed child care center or be a registered family child care provider in the State of Maryland,
  • Be participating in the credential program,
  • Have at least one year of approved experience working with children,
  • Have a high school diploma or equivalent,
  • Have been accepted into a program of study in a Maryland college or university,
  • Commit to completing the full college course of study toward a degree; and
  • Continue working in child care during the time of study and for a period of time as determined by regulation upon the completion of the degree.

Prior to the beginning of the college semester, a complete application must be submitted to the OCC – Credentialing Branch including:

  • An application form that is complete and signed by the applicant; and
  • Documentation of:
    • Experience,
    • Participation in the Credentialing program, and
    • College enrollment, including a statement of acceptance, costs associated with course of study, college transcript (if applicable) and professional development plan.

Upon fund award a recipient is agreeing to:

  • Successfully complete each college course and maintain a minimum 2.75 grade point average,
  • Continue employment in the child care field while completing college coursework toward a degree, and
  • Upon completion of college coursework and the degree, continue employment in the child care field, in Maryland, based on the requirements pursuant to COMAR 13A.14.09 – Maryland Child Care Credential Program.

Child Care Career and Professional Development Fund Application Deadlines

·          Deadline for submitting applications for the Spring Semester is December 1st.

·          Deadline for submitting applications for the Summer Semester is April 1st.

·          Deadline for submitting applications for the fall semester is July 1st.
