Tiered Reimbursement Program
Maryland is currently field testing our revised Tiered Quality Rating and Improvement System, which is called Maryland EXCELS. Since this new system will replace the current Tiered Reimbursement Program, we are not accepting any new applications for that program. Once the field test is complete, the new process for applying for tiered reimbursement will be through participation in Maryland EXCELS. The field test is scheduled to finish by the end of June 2013. Maryland EXCELS will then be open to participation by all child care facilities beginning in July 2013.
Programs that are currently participating in the Tiered Reimbursement Program approvals have been extended for a period of one year. If you are not currently participating in the Maryland EXCELS field test, you must sign up to participate in Maryland EXCELS before the expiration date on your certificate. If you decide not to participate in Maryland EXCELS, you will no longer be eligible to receive Tiered Reimbursement after the expiration date on your certificate.
If your program is participating in the Maryland EXCELS field test, it will be assigned a quality rating level based upon an evaluation of the documentation that you have submitted. Tiered reimbursement is one of the many incentives under Maryland EXCELS. So once your program receives its Maryland EXCELS rating, the amount of tiered reimbursement that you receive will be determined by the quality rating level that your program has reached.
