Public Private Partnership


A Public/Private Partnership is a funding agreement between a Local School System (LSS) and a Maryland State Department of Education (MSDE) approved nonpublic special education program for the purpose of serving students with significant and intensive needs in the Least Restrictive Environment (LRE). The Public Private Partnership program is to enhance Individualized Education Program (IEP) services for students within their community. The partnership program is especially beneficial for a student with a short-term need, requiring an alternative special education program, experiencing a crisis or awaiting a more intensive placement.

The Maryland State Department of Education, Division of Special Education/Early Intervention Services (DSE/EIS), Nonpublic Special Education Section is requesting that all applications for continuing a Public/Private Partnership be submitted by June 1, 2014.

Applications must include a:

    • Public/Private Partnership Financial Worksheet;

    • Draft of the partnership agreement;

    • Signed Verifications and Assurances; and

    • Nonpublic Special Education School Budget Packet        supporting the partnership, if the provider has not        already submitted this document for the school        through the nonpublic school budget submission        process to the MSDE.

The MSDE, DSE/EIS, Nonpublic Special Education Section will review submitted applications to determine approval status. For approved applications received by June 1, 2014, the MSDE, DSE/EIS, will provide a preliminary notice of intent for State funding by July 1, 2014. When an application requires additional documentation or clarification, the MSDE, DSE/EIS, Nonpublic Special Education Section will provide technical assistance. All applications and signed contracts for Public/Private Partnerships with State nonpublic funding must be on file in the MSDE, DSE/EIS, and Nonpublic Special Education Section office prior to the release of any State dollars.
