The vision for leadership development is effective instructional leaders in all Maryland schools.

Mission
The mission of the Division for Leadership Development is to build the capacity of present and potential school leaders to increase student achievement by using the Maryland Instructional Leadership Framework outcomes as the foundation of all learning experiences. These outcomes include the following:

  • Facilitate the Development of a School Vision
  • Align All Aspects of a School Culture to Student and Adult Learning
  • Monitor Alignment of Curriculum, Instruction, and Assessment
  • Improve Instructional Practices Through the Purposeful Observation and Evaluation of Teachers
  • Ensure the Regular Integration of Appropriate Assessments into Daily Classroom Instruction
  • Use Technology and Multiple Sources of Data to Improve Classroom Instruction
  • Provide Staff with Focused, Sustained, Research-based Professional Development
  • Engage All Community Stakeholders in a Shared Responsibility for Student and School Success
In Focus
Maryland Principals’ Academy
The Academy is based on the Maryland Instructional Leadership Framework and is focused on building the instructional capacity of principals. “ The knowledge and skills gained from this Academy experience will immediately impact my performance as a principal in a very positive way." Academy 2007 Participant

Publications

Maryland Instructional Leadership Framework (2005) - This document serves as the philosophical basis for the work of the Division for Leadership Development.  It defines instructional leadership through eight outcomes and provides evidence in practice that should be evident where such leadership exists.

The Code of Maryland Regulations (COMAR) regarding the new certification policy for assistant principals, principals, and supervisors has been revised.  The new licensure regulation requires all Maryland Institutions of Higher Education to integrate the framework outcomes into their administrative preparation programs.

Leadership Succession Planning Guide for Maryland Schools (2006) - This innovative guide is a unique look at leadership succession issues in the public school sector, particularly the shortage of quality principals.  It provides a stimulus for conversation for senior leadership in school systems, an outline for those interested in preparing their own leadership succession plan, and an actual leadership succession plan for an example school system.

Maryland Leadership Development Program Brochure (updated regularly) - This brochure describes the vision, belief statements, and mission for the Division for Leadership Development.  It also describes the various components that make up the program.
