School Discipline Regulation Workgroup


State Board of Education School Discipline Regulation Workgroup

In July 2012, the State Board of Education issued a report entitled School Discipline and Academic Success: Related Parts of Maryland's Education Reform.  This report was the result of two years of extensive reviews, presentations, and discussions of current school disciplinary policies with a special focus on the education services extended to students placed on long term suspension or expelled from school.  Based on the findings contained in that report, the Board proposed amendments to the school discipline regulations, which were published for public comment in November 2012.   In response to the public comments received and after agreeing to adopt certain amendments to the regulations, the State Board, at its meeting on January 22, 2013, voted to withdraw, subject to republication, its proposed amendments to the school discipline regulations.  

In addition to adopting amendments to the original regulatory proposal, the State Board of Education voted to appoint a time-limited School Discipline Regulation Workgroup to provide recommendations for amendments to specific sections of the original regulatory proposal as designated by the Board.  


The topics to be addressed by the Workgroup are:

1. The timelines contained in the section of the regulations dealing with appeals;


2. The 10 day return to school regulation dealing with when a student would be precluded from returning to school after the 10th day;

3. The regulations that address the conduct for which expulsion and extended suspension is appropriate; and

4. The minimum education services regulation to address delivery of minimum education services to students suspended from 1-3 days.
