The master planning process guides the State and its twenty-four local school systems forward by connecting:

  • High expectations for student, school, and system performance;
  • An increase in State aid to public schools between fiscal years 2003 and 2008; and 
  • Performance accountability in exchange for increased funding and spending flexibility.
