In 1994, educators asked the Maryland Student Service Alliance (MSSA)/Maryland State Department of Education (MSDE) for standards to help them improve school-based
service-learning
. They also asked for examples of excellent service-learning that they could replicate. With a grant from the
Corporation for National Service
, the MSSA/MSDE produced
Maryland's
Best Practices
: An Improvement Guide for School-Based Service-Learning
, based on interviews with teachers all over the state. We then selected ten teachers whose service-learning programs met these "Best Practices." These teachers devised our
Model Programs
, created replication guides for their model programs, and then trained teachers from sixty Maryland schools to become our
Replication Sites
.
