Teacher Qualification
  • Maryland has a broad framework of professional standards, including expectations for what teachers should know and be able to do in terms of teaching ELL students. For teachers certified in ESOL, the state requires adherence to the NCATE/TESOL standards. For all teachers, in addition to NCATE standards.

  • Maryland offers certification in English for Speakers of Other Languages (ESOL), an endorsement specifically for teachers who specialize in the instruction of English-language learners. This certification applies to teachers of students in grades preK-12. An individual may obtain initial certification in ESOL in one of the following ways: (1) completion of a Maryland Approved Program (Click here); or (2) completion of coursework requirements as defined through transcript analysis.   • An individual may add ESOL to an existing professional certificate in one of the following ways: (1) completion of course works requirements; or (2) obtaining a qualifying score on the content-specific test required for certification. (Click here) for regulations pertaining to both options.

  • Maryland is also exploring the development of universal English-language learner requirements for the initial licensure of all teachers.
