The rating for a principal’s Professional Practice rating will comprise 50% of the principal’s evaluation. It is comprised of two main components: the eight outcomes contained in the Maryland Instructional Leadership Framework as well as the four outcomes of the Interstate School Leadership and Licensure Consortium (ISSLC). The Framework, which involves effective instructional leadership, includes areas such as: school vision, school culture, alignment of curriculum, instruction and assessments, instructional practices, appropriate assessments, technology and multiple sources of data, professional development, and engagement of community stakeholders. The ISSLC standards describe effective practices in providing a safe, productive, and orderly environment. Districts using the local model must include the 8 outcomes from the Maryland Instructional Leadership Framework model but may add other criteria based on local priorities to measure principal Professional Practice.
