Local Education Agencies (LEA) / Public Agencies (PA) - Part B Grants Submissions Timeline

Each Maryland local education agency (LEA) and public agency (PA) receiving federal Individuals with Disabilities Education Act (IDEA) funds is required to develop and submit an application for the expenditure of federal funds in support of special education to provide a free appropriate public education (FAPE) for children and students with disabilities.

All LEA/PA IDEA Part B applications, budget, and post-application submissions must comply with applicable programmatic and fiscal regulations.

The Part B Grants Calendar and Submission Timeline provides guidance related to the timely application and reporting process. To ensure the use of the right submission documents, please download the forms just before completing them by accessing the listed links.

All submissions must be uploaded to the MSDE Secure File Transfer site. Please follow the submission requirements contained in the MSDE MOVEit Secure File Transfer Website Access and Submission Procedures. Uploaded files that are incorrectly named or contain more than one submission will not be reviewed or considered timely filed.



FFY 2024/SFY 2025 Local Application for Federal Funds (LAFF)

2024

  • FFY 2024 / SFY 2025 Annual Local Application for Federal Funds Grant Information Session #1

    Registration was required for this webinar.

  • 2025 LIR CCEIS Declaration Form for selecting local flexibility options for Comprehensive Coordinated Early Intervening Services (CCEIS) and Local Implementation for Results Grants

  • Revised allocations will be distributed based on local flexibility requests

Submission of FFY 2024 / SFY 2025 LAFF Application for IDEA Part B 611 and 619 funds

Submission of the following, as directed in the FFY 2024/SFY 2025 Local Application for Federal Funds (LAFF) Grants Information Guide (GIG) and FFY 2024 / SFY 2025 LAFF Application.
(Upload to the MSDE MOVEit Secure File Transfer Website with a follow-up email to Grant Liaison)

  • Primary Passthrough [Part B 611 and 619]

  • Parentally Placed Private School for Students (PPPSS) with Disabilities Passthrough Plan, if applicable [Part B 611 and 619]

  • Special Education Citizens Advisory Committee (SECAC) Plan, if applicable

  • Family Support Services Template, if applicable

  • Consortia Plan, if applicable [Part B 611 and 619]

  • For LEAs that are required to reserve 15% of Parts 611 & 619 Passthrough funds to address Significant Disproportionality, submission of Coordinated Early Intervening Services related documents:

    • CCEIS Plan Template

    • Self-Assessment Data

    • Projected Budget (C-1-25 and Budget Detail)

  • For FFY 2024 / SFY 2025 Part B 611 and 619 Local Implementation for Results (LIR) State Priority Grants, submission of the following, as directed in the Grants Information Guide and Application:<

    • Early Childhood LIR Plan Template and Projected Budget (C-1-25 and Budget Details)

    • Secondary Transition LIR Plan Template and Projected Budget (C-1-25 and Budget Details)

    • Access, Equity, Progress LIR Plan Template Projected Budget (C-1-25 and Budget Details)

  • Submission of Grant Amendment requests for grants ending September 30, 2024
    (Deadline reflects the required minimum of 45 days before the end of grant)

  • Submission of FFY 2024 / SFY 2025 [The school year (SY) 2024 - 2025] Special Education Staffing Plan

  • Submission of Final Progress/Cumulative Variance Report(s) and Final Financial Report(s) for all grants ending September 30, 2024

  • Submission of the following as directed in the Grants Information Guide and Application:

    • LEAs file the Final Financial Report utilizing the MSDE Annual Financial Reporting (AFR) system

    • PAs submit the paper copy of the Final Financial Report to the Fiscal Liaison via email

    • LEAs and PAs on Payment Code 0, must submit the Final Invoice with the Final Financial Report no later than this date.

  • Submission of the Annual Financial Report for 27-month and/or 24-month grants with an end date of September 30, 2025, that are not fully expended by September 30, 2024

    • LEAs file the Annual Financial Report utilizing the MSDE AFR system

    • PAs submit the paper copy of the Annual Financial Report to the assigned Fiscal Liaison via email

  • Submit the FFY 2023 / SFY 2024 Preschool Special Education and Related Services Actual Expenditures Report



2025

  • Submission of Interim Progress/Cumulative Variance Report(s) #1 for FFY 2024 / SFY 2025 Grants
  • Submission of Interim Progress/Cumulative Variance Report(s) #2 for all FFY 2023 / SFY 2024 grant lines ending September 30, 2025

  • Submission of FFY 2023 / SFY 2024 Maintenance of Effort Compliance Template & Certification

  • Submit the SFY 2025 (SFY 2024 Actuals) Excess Cost Template and Certification

  • Submission of the FFY 2023 / SFY 2024 CCEIS Plan Interim Progress Report #2 - use the CCEIS Progress Report Format

  • Submission of Grant Amendment requests for grants ending September 30, 2025
