​Chuen-Chin Bianca Chang came to the United States in the late 80s. She and her husband, Dr. Chein-Chi Chang, chose Ellicott City, Howard County, to raise their boys, Wayne, Channing, and Raymond. While taking care of her boys as a stay-at-home mom, she earned her RN-BSN degree from the University of Maryland, Baltimore County, and her MSN degree from Johns Hopkins University. Her belief in lifetime learning has played a big part in her life.

Bianca is willing to take on challenges. She took the opportunity to manage the Health Alliance Pediatric Clinic, a free clinic in Howard County. It served underprivileged children in need of school/sports physicals, episodes, and immunizations. Even more, she advocated for those children and sought out pro-bono services such as eye care, dental care, minor procedures, and emergency services besides managing chronic illnesses for the children who couldn’t afford or aren’t qualified for CHIP. Helping those in need is the philosophy that she practices every day.

Bianca has volunteering in her blood. She finds time to get involved in the community and meet people from all over. For nearly 20 years, she has been fully engaged in her sons’ schools with the Howard County Public School System. Even after they graduated from the HCPSS, she continued taking part in the Community Advisory Council and shared her insights about education.

Bianca enjoys sharing knowledge with people of all ages. She taught at the Chinese Language School of Columbia on weekends for over 10 years. Later on, she was advanced to administrator for 5 years and doubled the student enrollment in 2 years. Meanwhile, she promoted world language programs in Howard County, north eastern region, and expanded to the national level through various venues such as the Startalk summer program, Chinese language/culture summer camps, teacher training webinars, online live student competitions, and the first virtual international conference on Chinese education. She sees it as important to break the boundaries between people from different cultures. Learning multiple languages and understanding cultures will bring people closer. Many times, she was invited as a guest speaker to promote world languages and the Seal of Biliteracy.

From 2008 through 2013, Bianca served in the Howard County Martin Luther King Holiday Commission and chaired the commission from 2011 to 2012. Beyond the celebration of Dr. King’s birthday, she transformed “A Day On, not a Day Off” into a county-wide “A Day of Service” project to honor Dr. King. These venues to engage residents brought positive feedback and set trends for future celebrations.

In 2012, Bianca was recognized by the FIRN as one of the American Success Award winners. Her path never detours from speaking up. In 2014, she was appointed to be a member of the Howard County Human Rights Commission. In 2018, she completed her term as President of the Association of Chinese Schools; she was elected to be the President of the National Council of Associations of Chinese Language Schools. Working closely with the community, she led a few initiatives among Asian Americans to overcome negative impacts and bring solidarity during the pandemic. Her passion and enthusiasm for education and helping all will never stop. She hopes to bring her diverse voice, inclusion, and experiences to the Maryland State Board of Education.
