Dr. Kim Lewis

With over 42 years of experience in education, Dr. Lewis was a teacher in four counties in Pennsylvania and Maryland. She served as the executive director of special education in Baltimore City Public Schools. Dr. Lewis was the Program Director and Branch Chief in the Division of Early Intervention and Special Education Services at the Maryland State Department of Education.

Dr. Lewis was proudly elected as the President of the Frederick County Teachers Association. She served on the Board of Directors of the Maryland State Teachers Association (currently the Maryland State Education Association) and the National Education Association.

Dr. Kim Lewis is currently the principal of Kim Lewis Consulting LLC, a firm that provides services to state education agencies and school districts across the country to improve programs for students with disabilities, create equitable policies, audit records, and increase compliance and achievement. She is recognized as an expert witness and participated in several special education class action cases.

Dr. Lewis earned her bachelor’s degree from Pennsylvania State University, her master’s degree from Hood College and her Doctor of Education degree from Johns Hopkins University.

Dr. Lewis and her husband Jeff reside in Mount Airy, and her 2 children are graduates of Frederick County Public schools. Two of her four grandchildren attend Frederick County Public Schools.
