The State Board sets educational policies and standards for pre-kindergarten through high school, vocational rehabilitation services, and interprets laws with the authority to pass regulations. It reviews and approves three annual budgets—the Department of Education headquarters budget, the state aid to local education budget, and the state-aided institutions budget—before forwarding them to the governor and General Assembly for final action. The Board also resolves disputes across Maryland’s 24 school systems through an appeal process. With input from the State Superintendent, the Board recommends necessary legislation to the Governor and General Assembly and appoints the State Superintendent, who serves a four-year term.
