Proposed public high school major construction projects that include Career and Technical Education (CTE) programs are required by the Maryland State Department of Education (MSDE) to receive a letter of support from the Assistant State Superintendent, Division of Career and College Readiness (DCCR).
Major high school construction and renovation projects may include new, replacement, renovated, or expanded CTE facilities and new CTE programs of study. Many projects are funded on a shared cost basis by the State of Maryland and local governments. Some projects are funded by the local government only. Construction plans for both State and locally funded projects require review and approval at the State level. The MSDE Office of School Effectiveness/School Facilities Branch (SFB) and the DCCR provide professional support to local school system CTE directors and facilities planners engaged in major construction projects.
The purpose of the letter of support is to document agreement between the local school system and DCCR on the existing proposed CTE programs of study that will be offered at the new or renovated facility. Local school systems are encouraged to add or continue CTE programs of study that are relevant to the current and projected labor market demand and offer students the opportunity to earn industry certifications and postsecondary credit. Upgrading a facility, or building a new one, presents the opportunity to review current CTE programs for changes and adopt new ones.
Projects involving separate career technology education centers must have a letter of support from the Assistant State Superintendent, DCCR. Additionally, projects that involve CTE programs of study in comprehensive high schools are eligible for "local planning" approval from the IAC/BPW, but must have a letter of support from the Assistant State Superintendent, DCCR.
The letter of support is needed before schematic design approval will be given by either the State Superintendent or the IAC designee, and before local planning approval and/or construction funding will be given by IAC/BPW.
