Brigadier General (BG) Warner Sumpter (Ret.)Brigadier General (BG) Warner I. Sumpter (Ret.) has served over 50 years in federal, state, county, and community positions, in both career and volunteer positions.

BG (Ret.) Sumpter began his military career serving in the United States Marine Corps from November 1962 to July 1967. He culminated his service with the Marine Corps serving as Platoon Sergeant and Platoon leader for 3rd Platoon, 1st Force Reconnaissance Company assigned to the 1st and 3rd Marine Divisions in the former Republic of Vietnam. BG (Ret.) Sumpter served with the Maryland Army National Guard for 23 years, serving as a Military Police Officer, Military Intelligence Officer, Military Police Company Commander, Operations Officer at brigade level, and Chief of Staff.

BG (Ret.) Warner I. Sumpter retired as the Director of Public Safety/Chief of Police for the University of Maryland Eastern Shore (UMES) in 2013, where he was responsible for the safety and security of 4,400 students and over 1,000 faculty and staff at the university as the senior law enforcement official and emergency preparedness coordinator for plans, public education, and exercises. BG (Ret.) Sumpter has also served as Chief of Police and Assistant Secretary for Law Enforcement and Security Operations for the Maryland Department of General Services (Maryland Capital Police), and Assistant Adjutant General and Commanding General of the Maryland Army National Guard. His last military assignment was as the Commanding General of the U.S. Army Military Intelligence Center & Ft. Huachuca, AZ and Chief of the Military Intelligence Corps. BG (Ret.) Sumpter’s experiences also include over 20 years with the Maryland State Police, serving as a Patrol Trooper, Special Weapons And Tactics (SWAT) member and commander, Commander of the Executive Protection Division, Commander of the Aviation Division and Assistant Bureau Chief for the Special Operations Bureau.

BG (Ret.) Sumpter has been an active advocate for public education and is a former member of the Somerset County Board of Education, serving as Chairman of the Board for multiple terms. He has also supported and provided leadership to the Maryland Association of Boards of Education (MABE), serving on the Board of Directors, as President and Secretary, and on several committees and commissions.

BG (Ret.) Sumpter is a graduate of the University of Baltimore (Magna Cum Laude), the University of Louisville -Southern Police Institute (Honor Graduate and Class President), Army Command and General Staff College, the National Defense University - National War College and the Senior Executives Program in National and International Security at Harvard University. He earned a Masters Degree in National Security Strategy from the National War College of the National Defense University.
