Interagency Rates Committee

The Interagency Rates Committee (IRC) comprises representatives from the Department of Budget and Management, Department of Health, Department of Human Services, Department of Juvenile Services, Governor's Office for Children, and Maryland State Department of Education. The IRC is charged with developing and operating a fair, equitable, and predictable rate process for residential child care and child placement agency programs. The IRC has developed and adopted a rate methodology that can be applied equitably across various residential child care and child placement agency programs based on peer program comparisons. To assist new and existing providers with the rate application process, we have provided the forms and instructions needed to complete the rate process. All forms must be completed and signed before submitting to the Interagency Rates Structure Section at the Maryland State Department of Education.

The Interagency Rates Committee (IRC) is currently involved in revising Maryland's rate-setting process.

The IRC determined that a multi-phase process was necessary to complete this work. The goal of the IRC to engage in an ambitious, collaborative process that will enable Maryland to reform the current rate-setting system to continue to move forward was initiated. Rate reform efforts began through a series of workgroups to facilitate the planning and development of recommendations for the reform process. The goal was to share information, analyze data, engage in collaborative discussion, and develop recommendations for a revised rate-setting system.

Workgroups charged with the various elements of the work were developed. Membership of these workgroups included private providers, stakeholders, State Agencies, and national experts to focus on each of the core elements of the rate-setting system.
