Applicants who hold a professional teaching license from another state or have completed an approved teacher preparation program in another state must submit a passing score on a reading instruction assessment if applying for a teaching license in one of the following areas:
- Early Childhood Education
- Elementary Education
- Special Education Infant-3rd
- Special Education 1st-8th
- Special Education 6th-Adult
- ESOL PK-12
These applicants may submit one of the following assessments to meet the requirements:

Beginning July 1, 2025, ALL applicants who hold a professional teaching license from another state or have completed an approved teacher preparation program in another state must submit a performance assessment as part of the requirements for licensure. The requirements differ based on the
pathway to teacher licensure:

edTPA (any scorable assessment will be accepted)
PPAT (any scorable assessment will be accepted)
A National Board Certificate
An effective rating on a Maryland local school system performance evaluation if the applicant is employed under a Temporary Professional License
Out-of-State Professional License Holders
