Out-of-State Candidate Assessment Requirements

​Applicants who hold a professional teaching license from another state or completed an approved teacher preparation program in another state are not required to submit assessment requirements until July 1, 2025.

Beginning July 1, 2025, out-of-state teacher licensure applicants must submit a performance assessment as part of the requirements for licensure. The requirements differ based on the pathway to teacher licensure:

  • Out-of-State Teacher Preparation Program Completers

    • edTPA (any scorable assessment will be accepted)

    • PPAT (any scorable assessment will be accepted)

    • A National Board Certificate

    • An effective rating on a Maryland local school system performance evaluation if the applicant is employed under a Temporary Professional License

  • Out-of-State Professional License Holders

    • edTPA (any scorable assessment will be accepted)

    • PPAT (any scorable assessment will be accepted)

    • A National Board Certificate

    • An effective rating on a Maryland local school system performance evaluation if the applicant is employed under a Temporary Professional License

  • National Board Certificate Holder - no performance assessment required
