Out-of-State Candidate Assessment Requirements

​Applicants who hold a professional teaching license from another state or have completed an approved teacher preparation program in another state must submit a passing score on a reading instruction assessment if applying for a teaching license in one of the following areas:

  • Early Childhood Education
  • Elementary Education
  • Special Education Infant-3rd 
  • Special Education 1st-8th
  • Special Education 6th-Adult
  • ESOL PK-12

These applicants may submit one of the following assessments to meet the requirements:

Beginning July 1, 2025, ALL applicants who hold a professional teaching license from another state or have completed an approved teacher preparation program in another state must submit a performance assessment as part of the requirements for licensure. The requirements differ based on the pathway to teacher licensure:

  • Out-of-State Teacher Preparation Program Completers

    • edTPA (any scorable assessment will be accepted)

    • PPAT (any scorable assessment will be accepted)

    • A National Board Certificate

    • An effective rating on a Maryland local school system performance evaluation if the applicant is employed under a Temporary Professional License

  • Out-of-State Professional License Holders

    • edTPA (any scorable assessment will be accepted)

    • PPAT (any scorable assessment will be accepted)

    • A National Board Certificate

    • An effective rating on a Maryland local school system performance evaluation if the applicant is employed under a Temporary Professional License

  • National Board Certificate Holder - no performance assessment required
