Regulations Impacting Small Businesses

Md. Code Ann., State Government Article, §2-1505 – Regulations Impacting Small Businesses - was signed into law by Governor Larry Hogan on April 30, 2019. This law establishes several new requirements for Executive Branch agencies when promulgating regulations determined to impact small businesses.*

In compliance with statute, the Maryland State Department of Education (MSDE) has created an electronic registry that allows small businesses, nonprofits, or other interested parties to register to receive electronic notifications when proposed regulations or proposed scope of regulations are posted to MSDE’s website.  Also, in accordance with statute, MSDE will post to our website a compliance guide for regulations determined to affect small businesses.

*“Small business” means a corporation, partnership, sole proprietorship,  or other business entity, including its affiliates, that:  (i) is independently owned and operated; (ii) is not dominant in its field; and (iii) employs 50 or fewer full–time employees.
