State Board of Education Teacher Member Election

Upcoming Election!

The Maryland State Department of Education will be conducting a statewide online election to fill the teacher member position on the State Board of Education (SBOE).  The individual with the most votes will win the election and their name will be forwarded to the Governor for appointment to the SBOE. The appointed member's term will begin in July 2022. Interested individuals should be prepared to fulfill the State Board of Education Member Responsibilities.   


All teachers who hold an active Maryland Educator Certificate with at least one teaching area on January 1, 2022, will be eligible to cast one vote in the election.  The MSDE will communicate with eligible voters via email.  Keep your email address up to date through your certification portal account or by contacting to request your record be updated.


An individual who wishes to serve as the teacher member on the State Board of Education must meet the following requirements to be placed on the ballot:

  • Be a resident of Maryland;
  • Hold an active Maryland Educator Certificate in a teaching area;
  • Be actively teaching, full-time, in a Maryland public or non-public school;
  • Have a minimum of five years of teaching experience; 
  • May not have had a Maryland Educator Certificate suspended or revoked by the MSDE; or have been convicted of or entered a plea of guilty or nolo contendere for any criminal violation other than a minor traffic offense;
  • Be current on all federal, state, or local debt without any delinquencies for income, property, or other taxes;  
  • Provide all of the information required by the nomination form; and
  • Complete an ethics disclosure form.

Election Schedule 

December 3, 2021: Nomination Forms Available

January 1, 2022:  Date by which Candidates and Voters must hold Certification to Participate 
Prospective Candidates: If your Maryland certificate expires on December 31, 2021, and has not been renewed, you are required to work with your Local School System (if employed) or MSDE (if employed in a nonpublic school)  to renew your certificate prior to the submission of your nomination.  

Voters:  All complete applications submitted by January 1, 2022, will be processed by February 23, 2022, allowing individuals to vote in the election.  

January 1, 2022 - January 31, 2022:  Nomination Period
Completed nomination forms must be submitted to during this period.  Nomination forms will not be accepted before 12:00 a.m. on January 1, 2022, or after 11:59 p.m. on January 31, 2022.  

The MSDE will not consider teachers as candidates if they fail to submit all of the information required by the nomination form

February 1, 2022 - February 15, 2022: Certification of Qualified Candidates
The MSDE will complete the review of nominees to determine eligibility of candidates.  

February 22, 2022:  Announcement of Candidates 
The list of eligible candidates will be posted to the MSDE website 

March 7, 2022 - March 13, 2022: Election Period
All teachers, as defined in COMAR 13A.12.02, with an active certificate on January 1, 2022, will be eligible to cast one vote in the election.  

March 21, 2022 - March 27, 2022: Election Period (Second Round)
If there are more than 25 candidates on the ballot, a second round of voting will occur that includes the five candidates with the most votes from round one.

May 1, 2022: Announcement of Election Results
Results will be announced on the MSDE website and will include the total number of votes received for each candidate.
