The Maryland State Department of Education (MSDE) convened the Standards and Frameworks Validation Committee: Literacy/English Language Arts (SFVC Literacy/ELA) to review and refine the existing Literacy/ELA Standards. The standards promote a clear and consistent progression of literacy skills from PreK through Grade 12. The SFVC Literacy/ELA team is excited to share the standards work accomplished with Maryland stakeholders.
After the current revisions are adopted, the MSDE Literacy Branch will collaborate with the Early Childhood Branch as well as other state literacy leaders to revise the Foundational Reading Standards to align to the Science of Reading research and our current state policies and regulations. The Literacy Branch will also be partnering with MSDE content leaders and other stakeholders to revise the Grades 6-12 Standards for Literacy in History/Social Studies and Technical Subjects.
The resources offered for feedback are organized first by grade level bands and then by the Literacy Strands (Reading Literature, Reading Informational Text, Writing, Language, and Speaking and Listening).

MSDE is soliciting public comment on the proposed revisions to the Maryland College and Career Ready Standard for Literacy/English Language Arts. Please submit comments by 12:00 p.m. on May 28, 2025,
via this survey. All comments received will be reviewed by MSDE and SFVC Literacy Team and considered in the standard finalization process.
